From Complex Case Management to Online Administration – Integrated Digital Solutions for NUSZ

We participated in the development of two interconnected digital solutions for Nemzeti Útdíjfizetési Szolgáltató (Hungarian National Toll Payment Services Plc.; In short: NUSZ). The FŐNIX Surcharge Management System supports complex internal administrative, financial and legal processes, while the Surcharge Portal built on top of it provides digital administration services for external users. The common goal: stable, secure and efficient digital support for high-volume processes.
A nationwide surcharge management process is far more complex than simply registering a case and processing a payment. Customer and partner data, financial transactions, documents, access rights, legal procedures and debt collection processes are all interconnected – and must be managed reliably, accurately and transparently, even at high volumes.
As a development partner of Nemzeti Útdíjfizetési Szolgáltató (Hungarian National Toll Payment Services Plc.; In short: NUSZ), we contributed to two closely integrated solutions. The FŐNIX Surcharge Management System supports complex administrative processes in the background, while the Surcharge Portal builds on its data and functionalities to provide online administration services for external users.
FŐNIX – Complex Processes in a Single System
The FŐNIX Surcharge Management System is a nationwide, complex administrative and financial solution designed to support the entire lifecycle of road toll surcharge cases. Its users include surcharge administration officers, roadside inspectors, cashiers, legal and debt collection officers, administrators and system administrators.
The system covers the complete process, from creating and registering cases to managing partner data and documents, processing payments, and handling legal and debt collection procedures. It does so at significant scale: the system supports the management of 6,000–12,000 surcharge events per day.
The financial processes alone involve considerable complexity. The system handles, among other functions, cash payments, accounting and reallocation transactions, refunds, cancellations and reversals. It also supports automated surcharge management, instalment payment schemes, domestic and international debt collection processes, as well as the administration of related legal procedures.
As a development partner, we were responsible for both backend and frontend development. We contributed to the implementation of business logic and to the development of financial and transaction management, partner, document and access management functionalities, as well as reporting and administration modules. Our work also included integrations with external systems, ensuring stable operation and supporting the continuous development of the platform.
Beyond the technological implementation, a key focus was the automation of complex business processes and ensuring that large volumes of case and transaction data could be handled reliably and in an auditable manner.
Surcharge Portal – Bringing Administration Beyond the Internal System
Built on the processes and data provided by FŐNIX, the Surcharge Portal represents the other side of the system: it provides external users with digital access to administration related to surcharge cases.
The portal was designed to enable customers to manage related financial and administrative tasks online. Among other functions, the solution supports individual and bulk payments, transaction tracking, the display of balance and invoice information, and payment status management. Users can manage multiple items simultaneously, initiate electronic payments and access related documents and confirmations.
During the project, we worked on both frontend and backend components, developed the integration with the FŐNIX system, and contributed to the implementation of business logic, transaction and access management processes, as well as authentication solutions.
For an online service that handles financial data and transactions, functionality alone is not enough: security, availability and performance are fundamental requirements. Throughout the development, we therefore placed particular emphasis on secure data management, stable operation, and optimising the system's performance and scalability.
Two Systems, One Integrated Digital Process
FŐNIX and the Surcharge Portal serve different user needs, yet they form part of the same digital process. While FŐNIX provides a stable technological foundation for complex administrative, financial and legal operations in the background, the Surcharge Portal makes these processes accessible to customers through digital services.
Together, the two developments demonstrate the complexity behind the digitalisation of a high-volume, nationwide service. Scalable systems, interconnected integrations, sophisticated business logic and the reliable management of large volumes of financial transactions are all essential to ensure seamless operation from internal processes to online customer administration.
